                                  A Collaborative Project of Brownsville Community Health Center and the Brownsville Independent School District

 

Campus Care Centers was started in 1994. The Brownsville Community Health Center and the Brownsville Independent School District (BISD) collaborated on this project that provides comprehensive health services to the children who attend BISD schools (more than 46,000 for school year 2004-2005). Funding for this project initially came from a Healthy Tomorrows grant and the Robert Wood Johnson Foundation. Other funding partners have included the United Way, The Brownsville Foundation for Health Services, and the Texas Department of Health (TDH). Currently, major funding for this project is made possible by TDH’s Title V program and the Health Resources and Services Administration’s, Bureau of Primary Health Care through a Healthy Schools, Healthy Communities Grant. BISD also provides in-kind donations and a substantial financial contribution.

 

Sites PROVIDING SERVICES: Campus Care Centers is comprised of two school-based centers located at Clearwater Elementary and Lucio Middle School. Clinic hours are normally Monday through Friday from 8 AM to 5 PM. The centers also offer evening clinics (until 8 PM) three times per week at each site.

 

SERVICES PROVIDED: physical examinations, screenings, diagnosis and treatment of acute and chronic health conditions, basic laboratory services, dispensing of medications, referrals to specialists at a discounted rate, education and counseling, case management, psychological counseling and dental services.

 

Services are provided by the following licensed professional and support staff: pediatricians, nurse practitioners, physician assistants, social workers, medical assistants, caseworkers and clerks. The entire project is overseen by a project director who receives advice and guidance from a Community Advisory Board made up of parents and community members.

 

ACCOMPLISHMENTS: Since its inception, Campus Care Centers has enrolled more then 15,000 BISD students (Approximately 33% of the entire school population). In an average year, providers see about 14,000 encounters for all types of health related reasons. The top five diagnoses are: well-child visits, counseling, routine sick visits requiring prophylactic treatment, Otitis Media and Asthma treatment.

 

All Campus Care Center facilities and programs have been accredited by The Joint Commission of Accreditation of Health Organizations (JCAHO) and have been past recipients of the Safe Passage Award and other state and national awards.

 

THIRD-PARTY REIMBURSEMENT: The centers accept all types of private insurance, Medicaid, and CHIP. Those students who do not have third-party reimbursement are charged a minimal office visit co-pay or, if qualified, are covered by the Title V program. No student is denied services because of inability to pay. During the 2003-2004 school-year, approximately 78% of the patients seen at Campus Care did not have third-party insurance coverage such as Medicaid.
